1. Governance

1.1 Capability-Building in Barangay Governance

1.3 Provision if Sub-grants

1.4 Monitoring and Evaluation
Regular monitoring visits and meetings were conducted with local NGO partners from April to November, especially for areas covered by the sub-grantees. Two monitoring conferences of the Barangay-Bayan Governence Consortium were held in January and July in San Mateo, Rizal for regular exchange and discussion among its member NGOs.

A Trainer's Conference was held in July in Tagaytay City to review and assess the effectiveness of training modules on barangay governence in the areas covered, and track areas of involvement of training graduates after the training. Training modules were then revised to respond more to teh emerging needs and demands of the local partner organization and communities.

A National Team called Research and Learing was convened with IPD as lead agency in the finalization of participatory moniroting and evaluation system to be implemented in the batangay level, to the partner NGO, to the National Secretariat. The team likewise formulated tje key indicators for assessment ans developed methodologies and instruments for monitoring and evaluation.

1.5 The Barangay-Bayan Governance Project
New local NGOs have been set up with the active assistacne from the consortium members and secretariat to ensure the sustainability of the work at the local level.

2.2 Educator's Conference
An Educator's Conference was held in March 1999 in Tanay, Rizal. The conferenc wa held to finalize the module for Active Citizenship seminars. It was attended by representatives of partner NGOs and local trainers who shall assist the ACP team in the conduct of these seminars.
